The purpose of this chapter is to augment Chapter 16.16 and establish the City's intent to implement complete streets serving all users and
modes so as to uniformly regulate the design, construction, operation, and maintenance
of the street system. The City will use complete streets to provide safe comfortable,
and convenient travel along and across streets (including streets, roads, highways,
bridges, and other portions of the transportation system) through a comprehensive,
integrated transportation network that serves all categories of users, as defined
above.
