The purpose of this Chapter is to promote and protect the health, safety, and welfare
of the citizens of Oakland by establishing private cleanup, debris removal, foundation
removal, and erosion control requirements in the Fire-Damaged Area, resulting from
the fire of October 20, 1991, as well as to provide for an enforcement mechanism to
ensure compliance with these requirements and achieve the purpose of this Chapter.
