Except as otherwise provided by this chapter or unless otherwise directed by the City
Administrator, all purchases of supplies or services involving an expenditure of City
funds in an amount not exceeding fifteen thousand dollars ($15,000.00) shall be purchased,
when feasible and when in the best interest of the City, in the open market by written
quotation or telephone solicitation, without newspaper advertisement and without observing
the procedure prescribed for the award of formal bid purchases.
The procedure for such open-market purchases shall be as specified in control procedures
to be established by the City Administrator.
