Acquisitions of objects and art works for the collection shall not be subject to advertising, bidding, request for proposal/qualification or other competitive solicitation requirements, including those in Oakland Municipal Code, Chapter 2.04, except when the City Administrator, on the recommendation and advice of the OMCA Director, determines such processes are appropriate for a specific purpose.
