No local governmental lobbyist shall cause or influence the introduction of any ordinance,
resolution, appeal, application, petition, nomination or amendment thereto for the
purpose of thereafter being employed as a local governmental lobbyist to secure its
granting, denial, confirmation, rejection, passage or defeat.
