The City Administrator and/or his/her designee shall administer the BIMD. The property
owners at the time of balloting for the assessment ballot procedure shall determine
whether they want the City to conduct or contract for some or all of the landscaping,
security, programming or maintenance activities or improvements for the district or
whether they want the City to contract with a designated nonprofit organization, comprised
of the assesses themselves, to conduct the landscaping, security programming or maintenance
activities or improvements. Any nonprofit corporation designated by the property owners
shall enter into a contract with the City which will set forth the responsibilities
and contractual obligations of the parties.
