It is unlawful for any person, partnership, cooperative, corporation, firm, or association
to engage in the business of operating or managing any business which sells, transfers,
leases, or offers or advertises for sale, transfer, or lease, any firearm or ammunition
without first obtaining a permit from the Chief of Police of the Oakland Police Department.
