The City Council may, in case of any public emergency or necessity, waive or modify
by ordinance any or all of the requirements of this chapter pertaining to public motor
vehicles, and may authorize and direct the City Clerk to issue a temporary permit
for the operation of any public motor vehicle over and upon the public streets of
the city, without exacting any application fee or license fee therefor, to any person
recommended by the Chief of Police, such permit to be revocable at any time, with
or without notice, by the Chief of Police or by the City Council.
