In consideration of the special franchise right granted by the City to the MM&O collector
and the RR collector, to transact business, provide services, use the public street
and/or other public places, and to operate a public utility for MM&O and RR collection
services, the City may negotiate and collect a franchise fee from the MM&O collector
and from the RR collector. The amount and terms of payment of the franchise fee shall
be as specified in the award of the franchise, the contract, or both.
