The purposes of this Chapter are to provide for the City's emergency services organization;
provide for the duties and authorities of the City's Disaster Council and the emergency
organization; and provide for emergency plans so that the City and mutual aid partners,
public agencies, corporations, organizations, and affected private persons and entities
can work together to coordinate emergency services for the protection of persons,
property, and the environment in the event of an emergency.
