It is unlawful for any person to place, install, construct or maintain, or to cause
or permit the installation, construction or maintenance of, any structure or obstruction,
within, contiguous to, or across, or to change the course or meander lines of, or
to discharge any industrial wastes or processing waters into, any watercourse within
the city without first having obtained a permit therefor from the Director of Public
Works/Superintendent of Streets upon written application therefor. Such permit shall
be granted only after the completion by the applicant of all the conditions of Section 12.20.020 of this code.
For the purpose of construing this section, the term "watercourse" shall include any
stream or stream bed, creek, canal, lake or other water flow.
